Nigeria's Minister of Defence, Christopher Musa, has identified a major obstacle in the nation's fight against terrorism, insurgency, and banditry, stating that criminal groups continue to thrive because of the support they receive from local informants, suppliers, and financiers within communities.
Speaking at The Platform Nigeria Special June 12 Lecture in Lagos, held as part of activities marking the country's Democracy Day celebration, the Defence Minister stressed that security agencies alone cannot win the war against insecurity without active cooperation from citizens.
According to him, bandits and terrorists depend heavily on individuals who provide them with food, water, intelligence, logistics, and financial support, enabling them to sustain their operations.
The event, organised by Covenant Christian Centre and hosted by Pastor Poju Oyemade, focused on governance, democracy, and national security. It brought together government officials, security experts, religious leaders, and concerned citizens to discuss Nigeria's democratic journey and the country's persistent security challenges.
Why Terrorism Remains Difficult to Defeat
General Musa explained that while the military has recorded significant successes against criminal elements across the country, insecurity remains difficult to eradicate because terrorists and bandits are often embedded within local communities.
Unlike conventional warfare where enemies are clearly identified, modern security threats are more complex because the perpetrators frequently rely on assistance from civilians who may knowingly or unknowingly support their activities.
According to the Defence Minister, these criminal groups cannot survive in isolation. They require a network of supporters who provide intelligence about troop movements, shelter, transportation, food supplies, and other forms of assistance.
He described such support systems as the "oxygen" that keeps terrorism and banditry alive in Nigeria.
Citizens Must Play a Greater Role
The Defence Minister emphasized that security is a collective responsibility and that meaningful progress can only be achieved when citizens actively support security agencies.
He urged Nigerians to remain vigilant, report suspicious activities, and refuse to provide any form of assistance to criminal groups.
According to him, when communities cooperate with security agencies and provide timely intelligence, the effectiveness of military operations increases significantly. However, when criminal groups receive support from within communities, security efforts become more challenging.
The Changing Nature of Modern Security Threats
General Musa further explained that contemporary warfare differs significantly from traditional state-to-state conflicts.
Today's security threats often involve individuals who live within communities and blend into civilian populations, making it more difficult for security agencies to identify and neutralize threats without affecting innocent citizens.
He warned that enemies operating from within communities often pose a greater threat because of their ability to gather intelligence and exploit public trust.
Government Intensifies Counterterrorism Efforts
Despite the challenges, the Federal Government maintains that significant progress is being made in the fight against terrorism and banditry.
Recent security operations have reportedly resulted in the arrest, neutralisation, and surrender of numerous criminal elements across various regions of the country.
Authorities have continued to emphasize a whole-of-society approach that combines military action, intelligence gathering, economic development, and community engagement.
A Call for National Unity
The Defence Minister concluded by urging Nigerians to remain united against forces seeking to destabilize the country.
He warned that terrorists and bandits often exploit ethnic, religious, and political divisions to achieve their objectives.
As Nigeria continues to confront security challenges across several regions, his message underscores a crucial reality: defeating terrorism and banditry will require not only the efforts of soldiers and security agencies but also the active participation of citizens committed to protecting their communities and supporting national peace and stability.
